Mamoru Oshii, who is also regarded as the Chief Producer, is the creator of the sequence and will be headed by Junji Nishimura. Oshii and Kei Yamamura will write the screenplay with character designs by Issei Arakaki and Kenji Kawai composition of the music of the series. Oshii declared that the anime would concentrate on five young girls and will not have any popular male characters. The anime was the first to be announced.
